Packaging compliance schemes

Packaging compliance schemes are businesses which:

  • take on the legal obligations of packaging producers who join the scheme;
  • provide an operational plan on behalf of all the scheme members;
  • are responsible for providing evidence of recovery and recycling for its members.

If you want to set up a compliance scheme you will have to register with us if the scheme is based in England and Wales. Schemes based in Scotland should register with the Scottish Environmental Protection Agency (SEPA).

Registering as a compliance scheme

You must register with us by the 7 April each year and provide us with details of your members, your structure and an operational plan. You will also have to provide us with your members' packaging data by the 15 April.

You must register with us online using the National Packaging Waste Database (NPWD). Once you have obtained a login from us, you can follow the steps to make your application for registration and manage your account online, including obtaining evidence of recovery and recycling from reprocessors and exporters of waste packaging:
