What local authorities need to do to comply with LATS reporting.
WasteDataFlow
All English local authorities must use the on-line WasteDataFlow (WDF) database to report on the amount and types of municipal waste they collect and manage.
For any LATS scheme year, WDF data reporting deadlines are:
- Quarter 1 (April, May, June) by 30 September
- Quarter 2 (July, August, September) by 31 December
- Quarter 3 (October, November, December) by 31 March
- Quarter 4 (January, February, March) by 30 June

What to submit
You need to know exactly where your waste materials are going, to prevent illegal treatment of waste. It is not enough to say that they go to a Materials Recovery Facility or that a broker takes them for reprocessing.
To claim diversion under LATS, we need to know the name and address of the individual facility. You need to find out, wherever possible, the final destination of the waste in the UK and abroad.
We consider this to be the facility where the waste is turned into a product, for example, plastic bottles are turned into pellets ready for use in a production line.
Duty of care
Failing to comply with the Duty of Care obligations and recently amended transfrontier shipment regulations can result in prosecution and a significant fine. Records need to be available for our inspection.
International shipments of waste
You must comply with the Transfrontier Shipment of Waste Regulations 1994 if you are shipping waste internationally.
