Is there any guidance explaining what operators need to do?

Guidance on the meaning of 'UK operator', 'aircraft operator',  and 'aviation activity', in accordance with the UK regulations, has been produced to assist operators compiling their emissions/benchmarking plans:

Guidance on completing monitoring plans

The Dutch Emissions Authority, in cooperation with the Environment Agency, has produced a practical interpretation of the Commission’s Monitoring and Reporting Guidelines, to assist operators in completing their monitoring plans. 

Whilst this guidance can be read as a stand alone document, it is not legally binding and you should make sure you have a good understanding of the relevant legal documents:

Guidance on civil penalties for EU ETS aviation

We have produced guidance on how we will deal with a person liable to a civil penalty under the Aviation Greenhouse Gas Emissions Trading Scheme Regulations 2009 (2009 Regulations) or the Aviation Greenhouse Gas Emissions Trading Scheme Regulations 2010 (2010 Regulations):

On 30 November 2010, the European Commission published verification guidance for EU ETS Aviation. This guidance has been produced to help verifiers, operators, competent authorities and accreditation bodies interpret the verification requirements laid down in the EU ETS Directive and the Monitoring and Reporting Guidelines (MRG).
