10 April 2012 - updates to standard rules and generic risk assessments
We are planning to change some standard rules permits. In June 2011, we ran a four week consultation (Standard Rules Consultation No.7) to seek opinions from operators, trade associations, businesses, other regulators and those with an interest in environmental issues. The proposed changes apply to the following types of standard rules:
- Waste operations standard rules to protect groundwater abstractions used to supply water for human consumption.
- Waste operations standard rules on nature conservation grounds.
- Waste operation standard rules in relation to the waste hierarchy and also mixing of hazardous waste.
- Waste operation standard rules in relation to emissions without limits rules moving to the operational requirements section.
- Gas engines at sewage treatment works.
- Low impact Part A installations.
- Waste composting rule sets.
- Waste electrical and electronic equipment authorised treatment facility (authorised treatment facility).
What happens next?
Some standard rules permit holders have already been notified of the changes and we published revised standard rules for the following standard permits on 10 April 2012:
If you already hold one of these permits then please check you are still complying with the rules.
We are now contacting the remaining affected standard rules permit holders and are giving a period of three months' notice of our intentions to revise the standard rules. The remaining revised standard rules will be effective from 25 June 2012.

The main changes include:
- An updated section on mobile plants
- Updates arising from the revised Waste Framework Directive
- Some general updates and amendments, including guidance on identifying mining waste facilities
- Updates to Appendix 1 and 2 which now feature revised guidance deciding the most apt activity description for the burning of waste and whether a plant is a co-ineration plant, as well as a new section on carbon capture and storage
- A new Appendix 3 providing guidance on intensive farming installations
- A new Appendix 4 providing guidance on understanding the scope of mobile plant.
