Environmental Permitting (EP) – Radioactive Substances Regulation (RSR)

We raise charges to recover the costs of issuing EP permits and regulation of radioactive substances releases and their impact on the environment.

RSR is subject to the Environmental Permitting Regulations and form part of the Environmental Permitting (EP) Charging Scheme 2011/12. For further details on the structure of this scheme please refer to the Environmental Permitting charges page.

Radioactive substances can be very harmful to the environment if they are not carefully managed. To avoid this happening the Environment Agency and the Food Standards Agency (FSA) regulates the keeping, use, accumulation and disposal of radioactive substances through a system of permits.

Types of charge

The following charges apply to EPR permits for radioactive substances regulation.

Application charge
You have to pay an application charge when you apply for a new permit.

Subsistence charge
We recover all the costs we incur in the ongoing regulation of a facility through annual subsistence charges that are adjusted by the compliance performance of the respective facility.

Variation charge
If you apply to vary your permit, or if we decide to vary your permit, you have to pay a variation charge, unless:

  • the change is administrative only;
  • the change is a request for a fixed condition registration to become subject to standard rules;

Transfer charge
If you want to transfer your permit you have to pay a transfer charge. You can apply to transfer either part or all of a permit.

Surrender charge
If you apply to surrender either part or your entire permit you must pay a surrender charge.

Independent monitoring charges
In some cases, and where prior notice is given, we may recover the cost of monitoring, site surveys or investigations carried out by contractors acting on our behalf by means of a direct charge. We will invoice you for the costs incurred after we have received invoices from contractors for the work done.
