The UCF was initially be applied to Waste Management Licensing (WML), Pollution Prevention and Control (PPC). However, the UCF was developed as a framework that can encompass most of our Environmental Protection and Water Management regulatory charges and we are currently working to bring Charges for Discharges (CFD) charges into the UCF.
We will bring charges for other individual regimes into the UCF at the most appropriate time and in consultation with charge payers and other stakeholders. Ultimately, the majority of our regulatory charges will be under the single framework.
The timeframes for delivery need to tie in with the other key initiatives the project is linked to, particularly the Environmental Permitting Programme 2 (EPP2), the Modernising Water Quality Programme and the Opra Project.
With this in mind the planned key dates for the delivery of the second phase of the UCF are currently:
