Proposals for a future exemption regime under the Radioactive Substances Act 1993 and the Environmental Permitting Regulations 2010

Response to DECC and Devolved Administrations’ consultation

Introduction

The Environment Agency welcomes the Government’s consultation on its proposals for a future exemption regime under the Radioactive Substances Act 1993 (RSA 93) and the Environmental Permitting Regulations 2010 (EPR 2010).  We agree that the current suite of exemption orders, 18 in total, is long overdue for review.

We support the adoption of internationally recognised radionuclide-specific values for exclusion and exemption and consider this will provide a robust risk-informed exemption regime for radioactive substances. Whilst the benefits may be hard to quantify in monetary terms, we believe that a single rationalised and modern exemption regime will inevitably reduce the costs of regulation once it has bedded down.
