Information about New England Quarry, near Ivybridge, Devon - updated 14 June 2011
Viridor Waste Management Ltd is planning to build an energy from waste facility and non-hazardous waste landfill at New England Quarry, Lee Mill, near Ivybridge, Devon.
Viridor needs planning permission from Devon County Council (DCC) and an environmental permit from the Environment Agency to build and operate the facility.
Planning
Viridor submitted its planning application to the planning authority (DCC) in January 2010.
It is the responsibility of the council to decide through the planning application process whether the facility is required and whether the site at New England Quarry is appropriate.
We are a statutory consultee in the planning process and have reviewed the application. In our response to the planning authority we outlined our objections in respect of flood risk and ecology and water quality issues. Further information has been requested, which could be sufficient to overcome our objections.
Environmental permit
We use environmental permits to regulate certain aspects of the environmental impact or ‘footprint’ of industry in England and Wales to prevent or reduce pollution or harm to human health.
An environmental permit enables us to set restrictions on and monitor a site’s emissions to air, water and land and to place robust conditions on other things such as how the operator manages waste.
We received Viridor’s permit application for the energy from waste facility on 1 February 2010. After carefully checking the paperwork we accepted the application as duly made on 19 March 2010. We are now carrying out the technical determination of the application before we make our decision on whether or not to grant the permit. Although we are required to determine the application within four months our experience shows that it can actually take up to 12 months or more to determine.
We have since received a further environmental permit application for the non hazardous landfill element of the proposal.
We have informed local residents and businesses about the environmental permit applications as part of our determination process. We have consulted with South Hams District Council; Food Standards Agency; Health & Safety Executive; Devon County Council (Planning); Devon Primary Care Trust (PCT) - Health Protection Agency will be consulted via the PCT; Plymouth City Council; Devon Sea Fisheries Committee; Plymouth Queens Harbour Master; and Natural England.

If we decide to grant the application we will make the draft environmental permit available for public comment before it is finally issued.
