British Waterways

British Waterways is a public corporation. We manage and care for more than 2000 miles (3220 kms) of canals and rivers in England, Scotland and Wales on behalf of the British people. We joined the NFTPG to share best practice, find solutions to the problems faced by major landowners when dealing with the consequences of fly-tipping and to ensure regulators understand the challenges fly-tipping presents to those charged with providing an accessible public asset and recreational resource.

Campaign to Protect Rural England (CPRE)

Founded in 1926, the Campaign to Protect Rural England (CPRE) is a charity which promotes the beauty, tranquillity and diversity of rural England. CPRE campaign for a sustainable future for the English countryside, a vital but undervalued environmental, economic and social asset to the nation, highlighting threats and promoting positive solutions.

CPRE is a registered charity with over 60,000 members and supporters and operates as a network with over 200 district groups, a branch in every county, a group in every region and a National Office. Over 2000 parish councils and 800 amenity societies belong to CPRE. This makes CPRE a powerful combination of effective local action and strong national campaigning. CPRE's flagship campaign for 2008-2010 is Stop the Drop anti-litter and fly-tipping campaign to be lead by CPRE's President Bill Bryson.

CPRE also jointly hosts Litter Action, an online community of voluntary groups and individuals coming together to take action on litter problems locally.

Chartered Institution of Waste Management

CIWM is the body that represents the interests of professional waste managers in the United Kingdom, the Republic of Ireland and further afield. Through its professional grades of membership, the Institution has members in local authorities, contracting organisations and waste regulators who collectively have more involvement in the issues surrounding fly-tipping than any other group or sector.

Country Land and Business Association

The CLA has some 40,000 members that together manage approximately 5 million hectares of rural England and Wales. The Association was founded almost one hundred years ago to protect the interests of owners of rural land. Today, our membership encompasses the full diversity of land, property and business and it is this experience and expertise which enables us to fight hard for a thriving rural economy. Many of our members have been blighted by fly-tipping and continue to be so: remote rural land is often accessible for fly-tippers and difficult to patrol.

Countryside Alliance

The Countryside Alliance is about people. We work for everyone who loves the countryside and the rural way of life. Through campaigning, lobbying, publicity and education, the Alliance influences legislation and public policy that impacts on the countryside and rural people.

Department for Environment, Food and Rural Affairs

The Department for Environment, Food and Rural Affairs (Defra) works for the essentials of life - food, air, land, water, people, animals and plants. Our remit is the pursuit of sustainable development - weaving together economic, social and environmental concerns.

Everyone deserves to live in a thriving neighbourhood where they can feel safe and at ease. We want to make more neighbourhoods the kinds of places where people want to live now and in the future.

Defra is committed to dealing with improving local environmental quality and in particular, tackling the illegal disposal of waste or "fly-tipping". The last few years have seen Defra consulting on numerous measures to improve local authorities and the Environment Agency’s powers to deal with illegal waste crime and fly-tipping.

Defra has also worked closely with the Environment Agency and the Local Government Association to develop Flycapture, the national fly-tipping database. Defra has brought forward the Clean Neighbourhoods and Environment Act 2005, which includes a range of pro-active policies that will update and modernise the legislation and will provide more flexible penalties and sentencing arrangements for the courts.

Defra's work will not be carried out in isolation; rather it forms part of the wider cross-Government drive to deliver cleaner, safer, greener communities. We, together with eight other departments, will work closely with the Office of the Deputy Prime Minister (ODPM) to help it deliver its new Public Service Agreement target (PSA 8) for improving public space.

ENCAMS

ENCAMS is a national charity working to improve local environmental quality and reduce anti-social behaviour. ENCAMS runs the Keep Britain Tidy Campaign along with other campaigns targeting various environmental quality issues. We also run programmes such as the Cleaner Safer Greener Network. Regionally we support local authorities and other land managers in dealing with these issues through bespoke work, seminars and monitoring. We have campaigned to reduce fly-tipping by encouraging members of the public to report fly tipping and trigger feelings of fear amongst fly-tippers. This, along with our publications and research on fly tipping, provide good practice for future activities.

Environment Agency

Our job is to look after the environment and make it a better place. The environment is the air you breathe, the water you drink and the ground you walk on. By working with business, Government and society as a whole, we are making the environment cleaner and healthier.

We have a varied role in tackling fly-tipping. We work with Government and others to identify solutions to the problem. We also have an operational role, investigating incidents and taking enforcement action against fly-tippers. We also arrange and chair NFTPG meetings and provide support to the group. Environmental Services Association

Environment and Heritage Service (NI)

The aim of Environment and Heritage Service (EHS) is to protect, conserve and promote our natural environment and built heritage for the benefit of present and future generations.  EHS takes the lead in advising on, and in implementing, the Government's environmental policy and strategy in Northern Ireland.  The Agency carries out a range of activities, which promotes the Government's key themes of sustainable development, biodiversity and climate change.

Our overall aims are to protect and conserve Northern Ireland's natural heritage and built environment, to control pollution and to promote the wider appreciation of the environment and best environmental practices.

Federation of Small Businesses

The FSB is the largest campaigning pressure group promoting the interests of small businesses. Formed in 1974 it now has 190,000 members. The FSB is non-profit making and non-party political. Small businesses are victims of fly-tipping therefore we are eager to assist in formulating policy to reduce such activities.

Kent Police

Fly-tipping, rubbish and abandoned vehicles are closely associated with anti-social behaviour, and can in turn, result in the generation of other crimes. As a result, Kent Police have become active partners in tackling wider issues that affect local communities and are locally active partners in the 'Clean Kent' Campaign. This allows coordination of a number to partners to make Kent Cleaner, Greener and Safer.

Kent Police have played a major role in projects such as Operation CUBIT, to reduce the impact of abandoned vehicles, and this has been extended to rubbish clearing and fly-tipping under Operation CUBIT Plus. Kent Police have become the first force in the UK to appoint a dedicated Rural and Environmental Crime Officer, PC Michael Laidlow, whose job is to provide advice on Environmental legislation as well as other rural matters, and is heavily involved in the Clean Kent Campaign.

As a way to crack down on persistent offenders, Kent Police has also assisted by giving advice on using anti-social behaviour orders (ASBO's) for fly-tipping offences. Such intervention by Kent Police led to an ASBO being issued to a person convicted of waste offences, which was the first of its kind in the country. Changes in legislation in the form of the Clean Neighbourhoods and Environment Act 2005 have increased the penalties for waste crimes, giving the police a power of arrest in certain circumstances. Kent Police are working closely with the partnership to ensure that the powers are used effectively so that Kent will be a cleaner place to live.

Local Government Association

http://www.lga.gov.uk/ promotes the interests of English and Welsh local authorities - a total of just under 500 authorities. These represent over 50 million people and spend around £74 billion a year on local services. The LGA exists to promote better local government. We work with and for our member authorities to realise a shared vision of local government that enables local people to shape a distinctive and better future for their locality and its communities. We aim to put local councils at the heart of the drive to improve public services and to work with government to support this objective.

National Farmers’ Union

The NFU is the largest farming organisation in the UK, representing around three-quarters of the full time commercial farmers of England and Wales. Fly-tipping is a big problem on farm land. It is a nuisance, has the potential to pollute watercourses and to contaminate land but it can also be a danger to grazing livestock. The NFTPG provides an excellent forum for exchange of information on fly-tipping and the opportunity to debate issues directly with Government and regulators. The strength of the group is in the range of represented organisations and the partnership approach to working.

The National Trust

The National Trust looks after special places for ever, for everyone. The National Trust tries to ensure that our 300 houses, gardens, coastline and open countryside are spaces where visitors can experience inspiration, relaxation, enjoyment and enrichment for all. The National Trust is Europe's biggest conservation organisation and manages properties across England, Wales and Northern Ireland. Many of these properties can become the victim of fly-tipping and the Trust is an active member of the NFTPG.

Network Rail

Network Rail owns and maintains 21,000 miles of track across Britain. Our main customers are the train and freight operating companies who run the nation's train services. As one of the UK's largest landowners, with an estate of 57,000 hectares, dealing with fly-tipping is a significant and costly challenge for Network Rail. We are committed to working with government and other key stakeholders to share best practice and identify and implement long term solutions.

Scottish Fly-tipping Forum - Keep Scotland Beautiful

The Scottish Fly-tipping Forum is represented on the NFTPG to ensure that knowledge and experience across Great Britain is shared.

The Scottish Fly-tipping Forum was established with all of the key Scottish stakeholders who are affected by fly-tipping and the organisations responsible for the investigation and disposal of many fly-tipping incidents. The work of the Forum includes:

  • National database of fly-tipping incidents
  • National awareness campaign
  • Provision of best practise
  • Training for local authority enforcement officers

The Forum is hosted and chaired by Keep Scotland Beautiful (KSB).

KSB is an environmental charity which aims to achieve litter free and sustainable environments. KSB has been operating as an organisation to improve the quality of local environments in Scotland for over 40 years. Formerly known as Keep Scotland Tidy, the group has been at the forefront of anti litter, waste and marine issues to encourage good practice and sustainable development.

Welsh Assembly Government

The Welsh Assembly Government is committed to tackling fly-tipping across Wales, primarily by providing funding to support the Environment Agency in Wales in its unique approach via "Pride in Our Communities" style projects that focus on partnership working in conjunction with local authorities on a regional basis.
