Local air pollution control (LAPC)

Local air pollution control (LAPC) is a regulatory regime in Northern Ireland and Scotland that controls emissions to air from certain business processes.

Northern Ireland

PPC Part B and Part C in Northern Ireland control emissions to air from affected businesses.

The Industrial Pollution and Radiochemical Inspectorate (IPRI), which is part of the Northern Ireland Environment Agency (NIEA), regulates Part B LAPC processes. If you have an existing Part B LAPC authorisation you are likely to be automatically issued with a new PPC Part B permit in the 12 months from 1 April 2008.

Holders of Part C LAPC authorisations issued by local councils have been issued with new PPC Part C permits.

If your processes are covered by the LAPC regime, you must have an LAPC authorisation and you should continue to comply with its conditions until you are transferred to the new regulatory regime.

If you currently hold a Part B or Part C LAPC authorisation, and are being transferred to PPC Part A, you should have already applied for a Part A permit as you will not be automatically transferred. Check with the NIEA for further information.

Scotland

In Scotland, some businesses are still regulated under LAPC. If you have an existing LAPC authorisation, when it is due for its next four-yearly review you will be automatically issued with a new PPC Part B permit.

If you still have an authorisation under the LAPC regime, you should continue to comply with its conditions until transferred to the PPC regime.
